@AriBerman The GOP has long sought to exclude noncitizens from the redistricting process. Now Trump wants to go further, suggesting anyone who is not eligible to vote, including children, don't have to be counted toward apportioning representation at the state and local level. 
@AriBerman Trump's move could lead to new districts that would exclude up to 55% of Latinos, 45% of Asian Americans, and 30% of African Americans from being counted as constituents.

@AriBerman The consequences would be profound in states like Texas, where Democrats need only 9 seats to regain control of the state's House of Representatives for the first time since 2002. But redrawing districts based on eligible voters would keep the state solidly red.
