I disagree with this decision. I don't think gifted education should be an entirely separate track, but I think it's very useful as a safe space for gifted kids.
I had gifted classes, and they didn't add to my scholastic education; everything extra or accelerated was stuff I learned from my parents or via independent study.

But gifted classes did help me make more friends, and feel less weird. (Though still fairly weird.)
As for racial (and class) segregation, you should never separate gifted kids for *all* of the day. There should be plenty of time for interaction across class and race lines. Gifted programs should only be an hour or two per day.
