Hell is: when you tell the perfect joke, and nobody understands it, and you know nobody will understand it because they have no context for it (unless maybe if they grew up in India), but it is so perfect you have no choice but to tell it, even if you know you have to explain it.
So here goes the explanation...
Sheikh Chilli is the name of a famous Indian children's storybook buffoon who always tells tall tales, totally divorced from reality. In short, Schiffty!

What's more, Sheikh Chilli has a signature donkey, and big eyes.
Wikipedia: Sheikh Chilli's character never cared about laws of nature. He built castles in the air and in his imagination established great businesses, empires, became a prince, & in the end the castle vanished and Sheikh Chilli found himself surrounded by people laughing at him.
Now I must point out a fatal imperfection in my joke.

Sheikh Chilli is a lovable buffoon -- totally the opposite of Schiff in that particular regard.
