New EMAIL: FOIA release from DOD tonight to @weareoversight confirms that Pompeo, Esper and Bolton (as NYT reported in December) had all concluded by late Aug 2019 that Ukraine aid should be released. Yet Trump kept freeze in place.

@weareoversight Here a DOD contractor--waiting to send military gear to Ukraine--asks why is the hold in place? What are the "larger policy issues involved here?" Again, NYT had seen emails like this in December. But more evidence here of friction over hold.
