It may look like a garden variety criminal case on the surface but this is very interesting. 
Stealing proprietary software & databases used the the DHS Office of Inspector General for investigations. Then selling it to the Dept of Agriculture OIG! Stealing databases full of identifying information (PII) on DHS employees!

Now this may be the initial charge to flip him. As Congress had previously accused him in 2014 of obstructing OIG investigations on orders from higher ranking officials in the Obama Administration while he was acting IG!
I have never read this report & don't recall this specific investigation, but accusing the OIG of killin investigations on orders from above is huge. But nothing happened, under the Holder DOJ.

The Senate (even under the Dems) found that Edwards had no business doing the OIG job. Had none of the qualifications, experience or knowledge to do the job. And also missed the other main need: independence. Being drinking buddies with the people he should have investigated!
This was during DHS Secretary Janet Napolitano's reign at DHS, nicknamed the Arizona Mafia.

In other words they are lobbyists focused on homeland security issues. @Avery1776 have you come across them in FARA or the Senate lobbying data?
One of the biggest issues Edward faced when he left was that DHS official pressured him to delay an investigation into Secret Service misconduct until after 2012 election to affect it's outcome.
