In short, for certain problematic individuals to be identified, it would be necessary to have information of ALL individuals.
Which means, false matches will be rejected till the software gets a positive one.
You might be one of those poor sods who will be falsely identified and Dalli police will accuse you of being a rioter or something because their 'software' matched you with a 2% accuracy.
