I suspect a few things are at work (1) this is early in the crisis. For a lot of people, it isn't real yet (2) there's often rally around the flag at the start of a crisis, and I think a tendency early on to give the benefit of the doubt.

... he could be doing worse, so I suspect this will catch up to him and his approval will sort of return to the mean. He's been fairly constant through his presidency. I don't think much can fundamentally change his trajectory.
