The Justice, Crime Prevention & Security Cluster of @GovernmentZA is now briefing the nation on the regulations for the lockdown.

If you can, please tune in, so you are informed.
General rule during the next 21 days: PEOPLE MUST STAY AT HOME.
Exceptions:
• People going work to provide essential services
• Members the public going to buy essential goods
• Going to see a doctor
The lockdown means rights will be limited. Your movements will be restricted, your freedom of assembly, your access to services other than those determined as essential, etc.

This is all in line with Section 36 (one of the sections I pled with everyone to read.🙂)
Places & premises closed to the public include:
• Religious, cultural, sporting, organisational
• Theatres, shops (excluding supermarkets)
• Beaches, open markets, bazaars
• Night clubs, shebeens, casinos, hotels, lodges etc.
• Restaurants
Prohibitions:
• No liquor sold at all during the lockdown. ANYWHERE.
• No movement of liquor. You can't carry any bottles in your car or on your person.
• There shall be no dogs that will be walked. Walking of dogs does not enhance the purpose of the lockdown.
Exceptions re premises: some hotels, lodges, etc may remain open if they are housing quarantined tourists.
The police will support the military in implementing the regulations, especially in ensuring adherence to all prohibitions and restrictions.

'Bel die polisie!' while you're at it.
Lockdown isn't a punishment, it is meant to contain the spread of coronavirus.

SANDF must defend & protect the republic in order to preserve life.
SANDF mandate during lockdown:
• Regulation of movement of people and goods
• Work with SAPS in roadblocks, food patrols etc
• Safeguarding the border
• Military health services will work under the direction of the Minister of Health
• Static guards at priority sites…
Minister of Home Affairs has identified people that spread fake news regarding migrants attempting to come into SA.

Instructions given to DHA official to go lay charges with SAPS.

Remaining 18 border posts will be closed to people.

They will, however, continue to convey goods.

Special arrangements will be made for people seeking treatment.
DHA skeleton staff will continue to work during the lockdown and will ONLY issue:
• Temporary IDs for those who have lost their IDs and need to make essential transactions
• Replacement birth certificates to those that have lost them
• Death certificates
Don't get married during the quarantine, because no marriage certificates will be issues… Minister of Home Affairs suggests that people take the 21 days to really think about whether they want to marry their partner.
Transport regulations
• Only essential travel will be allowed
• Rail: CLOSED.
• Aviation: CLOSED. (only essential air cargo allowed. cargo from high-risk countries must be sanitised)
• Sea: CLOSED. (Exception cargo as above)
• Road: Minibus taxis allowed to transport essential services workers. Transport movements allowed from 05.00 - 09.00 then 16.00 - 20.00 ONLY.
- Operators must adhere to social distancing measures
- All ranks & taxis must be sanitised.
• Metered taxi/e-hailing: Times as above.
- Vehicles licensed to carry up to 4 people will only be permitted 1 person.
- Those licensed for 8 will only be allowed to carry 3.
• Buses: As with minibus taxis & cabs re essential services workers. Cross border movements prohibited.
• Freight: Cross border permitted.
11 stores, including some Spars, a Checkers, a National Overalls store, Makro, Bloemfontein pharmacy, Mopane pharmacy… in hot water for price gouging 🙂🙂🙂

Products include sanitisers, masks and gloves.
Competition Commission looking at other commodities that stores are unscrupulously increasing, including white maize.

Both Commissions (Consumer & Competition) are working to ensure stability of pricing and to sanction those abusing the crisis to profit.
