So the Trumpists are adding "Nobody could have predicted or prepared for this!" to the menu. Oh sure, except for the people who wrote the big govt pandemic preparedness reports and updated them for the past 17 years. It's the whitest swan in the world.
It's not even a black swan to have have the most venal and ignorant person on Earth in charge of the United States during a pandemic or other calamity. It's not "an impossible to predict event that refutes known wisdom." It's just a goddamn tragedy, a predictable one.
We know it's predictable because many predicted it. That having a singularly unprepared and unfit person in charge during a major crisis could be Very Very Bad. That even if you could abide Trump or hated Hillary, the tail risk was unacceptable.
