2/ country to be distributed on the basis of need. Indeed, they’ve gone out of their way to use airlift capacity to assist private distributors in getting their product in into the country. So they’ve leaned heavily into private sector distribution.
3/ So the two things don’t fit. I’d massively payloads are being seized that should be explained and explained in terms of some clear policy. It doesn’t seem like that’s happening.
