Our new @instituteforgov report on customs is out today. It uncovers the huge task facing govt in preparing border for Brexit… 1/
It covers transition, struggling govt ICT, issues with co-ordination.. BUT biggest risk is how little of the process govt controls 2/
Govt is just one part of a complex web in customs process – all of whom must be ready to avoid disruption 3/ 
At the moment private sector does not have enough certainty to start investing – they can’t afford to prepare/spend for ‘possibilities’ 4/
In the past they’ve been given years to prepare for changes. They now have less than 600 days with no sense of what ‘day one’ looks like 5/
Then there are traders. With 180,000 expected to make customs declarations for first time – and possible cost to business of over £4bn… 6/
But these challenges are matched on the other side of the channel. Customs is a canyon on a cliff-edge 7/
Still... UK govt does face huge challenges to prepare. Requires change in 30 depts/public bodies and 100 local authority orgs 8/
Then there is ICT. With key customs ICT facing ‘significant issues’, we still need proper contingency plans for it not being ready 9/
