From what I have heard about #Saubhagya scheme so far, this is just an upgrade to the existing scheme on electrification.
2. What's the existing attempt?
Electrify all villages.
3. What does village mean?

As defined by the local government.
4. What does electrify mean?
Get at least 10% households to connect to some power source.
(It's more like a 'has a power meter')
5. What it doesn't cover?
Say a "village" has 10 hamlets of 10 households each, 90 hh are not required to be electrified.
5b. Essentially, the EBs can give power to 5 HHs each in two hamlets and claim the village as electrified.
6. When the major push initiated more recently by Piyush Goyal gets over, we are only talking about covering 10% HH in the whole nation.
7. By electrification for all, I am yet to read the definition of "all".
From what i heard, it's just gradually upgrading minimum as 20%
8. Electricity connections have followed a very consistent pattern.
It starts with one or two in a hamlet. Then it spreads to whole hamlet.
9. The Pareto rule applies. Connecting the first 10%HHs is going to be the toughest part.(15+ years now)
The second 10% will be faster.
10. The first villages which covered 10% HHs like 10 years ago, would have already hit 30+% by now.
11. Kerala already has 100% power connectivity to all villages.
Some hamlets are still pending, mostly tribal "colonies".
12. This is all part of the overall holistic pathway to complete electrification.
It will happen and it will eventually power all.
13. The availability of power is said to bring down TFR drastically, esp in rural areas.
Power seems to empower women better.
14. Guys will stop using darkness to generate more kids. The overall needs of family comes down, quality of spend improves.
15. We are talking about the next big push in HDI parameters, all waiting for just electric connections to do their job
