1. Officials are calling the truck ramming in Manhattan today an act of terror. Following is a thread on what I know nytimes.com/2017/10/31/nyr…
2. According to a source close to the investigation, the incident began after 3 pm in lower Manhattan when a truck jumped into a bike lane
3. The truck driver slammed into several pedestrians driving southbound. Then exited the bike path and struck a school bus.
4. Attacker later jumped out with a firearm. He was shot in the buttocks by police and taken to Bellevue Hospital in stable condition.
5. According to source, the suspect is being interviewed now at Bellevue. Description I was given: "Male/possibly Middle Eastern/Full beard"
6. Witnesses at the scene say he screamed out, "Allah Akbar." Next let me explain what ISIS is doing with this information.
7. First, there has been no official claim from ISIS or any other terrorist group for this violence. If it's ISIS, they may never claim it
8. While there have been some exceptions, in general ISIS doesn't claim attacks if perpetrator is in custody. Recall the Chelsea bomber:
9. In his bloodstained journal, the Chelsea bomber referenced ISIS spokesman Abu Muhammad al-Adnani. Yet group never claimed him:
10. That said, pro-Islamic State channels on Telegram are hungrily sharing updates on their supposed "brother." See below:
11. They are also making commemorative online posters, marking the occasion:
12. These pro-ISIS channels are not official communications by the terrorist group - pls remember that, as many tend to erroneously conflate
13. The channels are part of ISIS' online ecosystem. I like to think of them as ISIS weathervanes, showing us which way the wind is blowing
14. Yesterday, the an-Nur Centre Mediative - a French pro-ISIS group - put out a specific threat against Halloween.
15. ISIS has made repeated threats against numerous events & world capitals. So this is par for the course. But what's odd is the date:
16. Typically the threats are more amorphous - "Attack London! Attack Paris!" I rarely see a date on ISIS threats (though it's not 1st time)
17. The threat was distributed in at least 4 languages. I don't know what to make of it. We often see threats. Is the date here meaningful?
18. Attacker is Sayfullo Saipov, 29, originally from Uzbekistan. He came here legally in 2010

19. Most recent @Soufangroup report states that highest # of foreign fighters to Syria are from ex-Soviet Republics
20. Join me at 8 on @allinwithchris to discuss the latest details.
21. My colleagues at @NBC are reporting a note was found in truck mentioning ISIS. Waiting for further details but this is in line w/Rumiyah
22. In the November 2016 issue of the ISIS magazine Rumiyah, the terror group specifically advocated this style of attack.
23. The steps Rumiyah spells out include use a truck, crush ppl, then get out on foot & use a secondary weapon AND leave a note:
24. They say to throw the note out the window of the car. And note should state allegiance to ISIS:
25. Very important: What language does the attacker use in the note? The terms he uses will point (or not) to the extent of radicalization
