A note on the FBI & the allegations against Kavanaugh. If the White House requested more background investigation, the FBI would do it, potentially including interviews with witnesses & the accuser. But I don't think the result would quell the controversy. Here's why...
The FBI would not, at the end of its investigation, provide some kind of report that concluded, "We believe the accuser," or "We don't believe the accuser." Rather, they would give to the White House reports on the interviews they had done and the evidence they had collected...
Of course, those interviews and that evidence would help shed light on what happened. The FBI could lock in witnesses in a meaningful way, and that would help inform the White House and others on what everyone says occurred...

Here's an explanation of what that means. The FBI backgrounds White House employees and nominees, & gives the White House a file on what they've found. But the FBI doesn't decide whether the person gets a job/nomination. The White House does that, w/ the info in the FBI file...
