Can't say I'm surprised. There's zero political will to stop surveillance, information is power. This is why I stopped doing activism and started writing code, it's the direct action of the 21st century.
There's a race-to-the-bottom among companies and governments to win Data Monopoly going on. They can't stop if they tried. The only effective resistance is to remove pieces from the panopticon, i.e. encrypt and decentralize all the things.
The panopticon was designed by Bentham to be a prison with a guard at the center, to enhance "the power of mind over mind". Who the guard is, and whether they're Democrat or Republican, is not as important as the shape of the structure.
