Who were the Russians promoting the July 2016 Carter Page Moscow speech? Let's take a look.
Aleksander Dugin was. He is Putin's favorite philosopher and widely seen as the brains behind many of Putin's beliefs.
Maria Katasonova was. She actually attended the speech, got a front row seat, and asked about sanctions. Katasonova is a pro-Kremlin political activist/provocateur.
Konstantin Rykov was. Rykov is the Kremlin's unofficial ambassador to "all things internet." He was the intermediary for a quid pro quo in 2014 between Le Pen in France and the Kremlin.

On the board of Katehon? Konstantin Malofeev, Sergey Glazyev, and Leonid Reshetnikov. katehon.com/about-us
Malofeev is a Russia's Orthodox billionaire sanctioned by the US/EU for financing the terrorist operations in Crimea. He started a Moscow TV station called Tsargrad and his co-founder was a former Fox News producer, Jack Hanick.
Malofeev was introduced to a Turkish intelligence officer (Ismail Pekin) as Putin’s “right-hand man,”

And finally, the kicker, Leonid Reshetnikov. A "former" Russian spy, Reshetnikov was responsible for drawing up the plans to sway the 2016 US elections reuters.com/article/us-usa…
Reshetnikov used the same strategy to interfere in the 2017 Bulgarian elections: a disinformation campaign combined with rigged polls. wsj.com/articles/how-d…
"burnish the candidate’s image by planting stories with Moscow-friendly news outlets. The stories were to be closely coordinated, publishing first in fringe blogs before entering mainstream media en masse to create maximum impact and ultimately become election talking points”.
So Carter Page was promoted by those closest to Putin who had important roles in Kremlin policy - negotiating quid pro quos, swaying foreign elections, etc.
