Since many of you are sending me this link and asking me to comment, let me offer you the best I've got on this:
Luke is a Jedi and can see the future and put the pieces in play that he needed to in order to be successful. Qui-Gon Jinn told Anakin to "feel, don't think," and that's what Luke was doing here.
It didn't seem to make sense to anyone that Palpatine's opening move in the Sith grand plan was the taxation of trade routes of outlying star systems, but that was the brilliance of it, no one knew could see it coming then. Jabba is as blinded by hubris as the Jedi.
Luke was playing a long game. He put all of his assets in the palace and wanted to not only save Han, but remove the threat of the Hutts from his home planet.
But short of that, he put all of his assets in for leverage, and if Jabba refused the bargain, he'd be surrounded. When the plan went south, thanks to the Rancor situation, Luke improvised on the skiffs.
In talking with others and doing a lot of rewatching of these sequences, I think the answer is this: Luke is powerful and saw how everything was going to go. Every piece he put on the board, no matter how nonsensical, served a purpose.
Every piece on the board was exactly where he needed it when he needed it for Tatooine to be rid of Jabba and Han to be rescued. It was his home. He knew it. He knew the Hutts. He knew the Force, and combined, he knew how every eventuality might go.
Luke's foresight was so powerful and accurate that it actually backfired on him with Ben.

And everything he wished he could prevent happened, just as it did in his vision.

Inertia is what happens when you know the future and know you can't change it.
