Happening now: The Senate Judiciary committee is hearing from DOJ Inspector General Michael Horowitz and FBI Director Christopher Wray about last week's report on the Clinton emails investigation. Previously on that: buzzfeed.com/zoetillman/cli…
Sen. Grassley said they invited former AG Loretta Lynch, former FBI director James Comey, and former FBI deputy director Andrew McCabe to testify, but they said no — Grassley said McCabe invoked 5th Amendment, Comey's lawyer said he was out of the country, and Lynch declined
Grassley noted that Comey appeared to be in Iowa over the weekend, per his tweets

In his opening statement, IG Horowitz said the "inappropriate" text messages "cast a cloud" over the Clinton emails investigation, but he stressed that his office found no evidence that political bias tainted decisions made by prosecutors about whether to charge Hillary Clinton
Grassley has been comparing the Clinton emails probe to the Mueller investigation, saying the former seemed less aggressive than the latter, which Grassley says is why people "are starting to believe the Mueller investigation lacks fairness"
Horowitz says his office did receive a referral from the FBI to look into James Comey's handling of his memos of his conversations with Trump and the extent to which they involved classified info; Horowitz said they will issue a report when the matter is complete
Feinstein asked Horowitz about Rudy Giuliani hinting he knew something was coming before Comey announced reopening of the Clinton emails investigation right before the election. Horowitz said he would not speak to any investigative steps they may/may not have taken
More from Horowitz on Feinstein's Q about whether they determined where Giuliani got info from: He said their investigative work is ongoing and he wasn't in a position to speak to any outcomes, but the report did generally note concerns about leaks at the FBI
Hatch asked Wray what they're doing about leaks. Wray said he's created a dedicated leak investigation unit in the FBI, and asked professional responsibility office to report back on whether penalties could be stiffer. FBI won't hesitate "to throw the book" at leakers, he says
Leahy: "If the FBI were trying to throw the election to Hillary Clinton, it could not have done a worse job"
Durbin asks if Wray is aware of reports that Trump uses two cell phones, including one for Twitter, and that Trump said he gave Kim Jong Un a direct number. Is Wray concerned about that, Durbin asked. Wray said he is "not aware of the particulars of the president's phone usage."
Re: Comey's use of personal email for official business, Horowitz clarifies that they did not find evidence he transmitted classified info in the messages they reviewed, but they didn't have access to the totality of what he used that account for
Blumenthal: Can you assure the American people there are no ongoing leaks to Rudy Giuliani? Wray: "I'm certainly not aware of any," says FBI is aggressively investigating leaks
Harris asks if OIG would open an investigation into DOJ disclosure of texts to reporters prior to release of the report. Horowitz says he'd need to follow up with her, says there may be Privacy Act litigation going on and his office doesn't step into the middle of active matters
Hirono asks Wray if he's concerned about Trump's comments re: Mueller probe, noting OIG found FBI officials were concerned about Obama comments about Clinton email probe. Wray didn't directly respond, says a lot of ppl have opinions about the FBI's work, he is focused on the work
