For the last 30 Years, @KagutaMuseveni has run his government like a headless chicken. He's been everywhere but nowhere. He's touched everything but nothing. What's lacking is HIGH IMPACT GOVERNANCE!!!
High Impact Governance simply means that; "As a government, we shall focus on these activities where we know we shall have the highest impact." High impact governance is making a choice between what to do, but most importantly, what not to do!!!
Pareto often asked; "what 20% activities can we focus on that will give us 80% of the results we are seeking." Ask anyone in @KagutaMuseveni's government what their priorities are and they will give you different answers.
You only need to collect Ugandan Newspapers from the last 30 years and see everything that government has been promising to do, then compare to what it has actually done and realise that in the end, there's been no structural transformation, no high impact.
Yes, they love to quote that the economy has been growing. But has it transformed? Why has our high economic growth rate not resulted in transformation? Why has their been no high impact from the actions of over 30 years?
We've constructed roads but we've not built road construction capabilities into our engineers. All our roads have been constructed majorly by foreign companies, supervised by foreign engineers, using foreign funds.
For the last 30 years, we've imported cars. But not once, have we said; "how do we put a stop to this?" How do we play a part in this value chain? Can we manufacture some spare parts? There's been no transformation
Let's take the health sector. What's been government's priority here? And what would high impact governance mean here? For every million spent on flying a government official for treatment, we would save 10,000 babies from before 5 years.
So what is our priority? To save a high earning government official by paying their hospital bills, and they may still die anyway? Or to have high impact by using these millions and saving thousands of these children from simple diseases.
The biggest failure of this government has been failure to choose its problems. It's often said; "choosing the right problem could increase your impact over 100 times, and so be the most important decision you ever make."
