A new OECD report finds carbon pricing policies are spreading worldwide, but are almost uniformly too low to fully capture damages caused by CO2 or drive needed emissions declines. Here's a thread on why carbon pricing falls short and what we might do about it…
Using a social cost of carbon -- the estimate of societal damage caused by one ton of CO2 -- of €30/ton, the OECD finds that almost 90% of total global CO2 emissions are priced at a level below the damages they cause. About 55% of global emissions are not priced at all.
The OECD calculates the "carbon pricing gap" -- or the cumulative sum of each ton of global emissions times the gap between the carbon price applied to that ton and the €30/ton social cost of carbon estimates -- is 76.5%.

First, what is a network effect? Telephones are the best example: the value of having a telephone increases with the number of other people who have telephones. So, in general, a network effect is when the demand for X depends on the number of people already using X. 2/

1/ I thought it best to sleep on Lord Rabbi Jonathan Sacks' interview as I wasn't quite sure what I thought. Here's my take.
2/ In any emotive political issue there is a Venn diagram. In the middle is the reasonable response, and then around it, outside of the centre, are the responses which for whatever reason are overheated - e.g. emotive overreaction, political overreaction, bad faith overreaction
3/ The problem is that if you have a stake in the debate, it isn't always easy to know exactly where the sweet spot is. And every overreaction carries danger as it can lead to a kind of chain reaction of other overreactions. Sacks' comments have led to that as I'll explain.
