The least disgusting image I could find of deer cutaneous fibromatosis.

In most cases the fibromas cause no serious harm and disappear after a few months, aren't transmissible to humans, and the deer are even safe to eat. Sometimes, fibromas go out of control, kill deer.
The causative agent is a papillomavirus. Like HPV in humans, it causes neoplasms (growth dysregulation). It's likely spread by biting insects, so targeting the insect vector is probably a good approach to reducing or eliminating.
