Some advertisers just pay for awareness. They pay solely based on how many people Twitter showed an ad. We can't easily impact the revenue from those kinds of advertisers.
Other advertisers pay based on specific user actions though. They pay only when someone does something.

Twitter allows advertisers to buy advertising based solely on an action of their choosing (things like: follows, video views, click-throughs to a website, etc..).
Twitter also allows advertisers to pay based on "engagement" - as in any action users take on sponsored tweets.

A concerted effort by us users to scrupulously ignore Twitter advertising altogether hurts their revenue stream.
Blocking advertisers on sight (without clicking on the ad first) also hurts.
Turning off auto-play of videos also hurts since video ads won't run automatically.

Personally, I'm fed up with Twitter's deliberate, purposeful enabling of hate speech, propaganda, trolls, bots and harassers.
It's time to #disengage from Twitter advertising until that changes.
