Send up to 4,000 prisoners home by increasing the amount of time inmates can cut off of their sentences due to good behavior....
Allow more male and female inmates to serve time in house arrest or halfway homes instead of prison cells, with exceptions for high-risk inmates....

BREAKING: President Trump learned within the last 24 hours that Robert Mueller would like to ask questions both orally and written for the President to respond to issues surrounding obstruction of justice.

I guess we now know what set Trump off this morning.
Regardless of what Trump does at this point, fire Mueller, dont fire Mueller there is already a dead man's switch that will spring into action should Trump take the additional step in his ongoing obstruction of justice and actually fire him. Furthermore:
Trump has shown his hand and it is weak. While some Trump supporters, especially the QAnon contingent, will believe him no matter what anyone says, no matter how nonsensical/inconstant his lies might be, eventually enough GOP lawmakers will turn on Trump
