This is a fair enough point, but the takes in this genre always feel like they’re implying a pretty idealized picture of how things work even under a normal, competent administration.
We use the president as synecdoche for the whole administration, but even a smart & informed president is, at best, going to be only superficially aware of the vast majority of what the executive branch does, with the details left to unelected staff.
And even the relatively tiny fraction of high-level decisions a president makes personally are, as a rule, chosen from a menu of options filtered and framed by, again, unelected staff.
