I fully agree that Congress *must* re-assert its war-making prerogatives; it's vastly overdue, and not just because Trump is the president. (Although that makes it all the more urgent.)
But doing it this way is shooting ourselves in the foot. It's absurd, it's absolutely ludicrous, for that position to be unfilled right now. Having no one in that job, for months, at a time like this?
Is seeing the memo worth it? Why not push harder on the real issue--the AUMF, which has to be repealed and replaced with one that ensures much more significant Congressional scrutiny over our military engagements?
