Sky News obtains Government letter to EU27 member states acknowledging No Deal risks to travel continuity, Transport Secretary Chris Grayling seeking side deals on aviation and roads news.sky.com/story/revealed…
/1 Grayling letter asks individual EU member states Transport ministers for bilateral agreements to authorise air carriers “in the interests of public safety”
/2 Grayling asks member states individually that officials "...meet to discuss the practical changes that may be needed in order to continue existing air service and road transport arrangements between our two countries in the unlikely event of a no deal scenario."
/3 Transport Sec cites Team Barnier’s call on member states “to take preparedness steps and take them now” as a reason to engage bilaterally with the UK on aviation and road links
/4 But frostily received, member states waiting on pan EU response - Brussels sources warn that such attempts may undermine the actual Brexit deal, and that there will be no “no deal deals” just unilateral contingency measures on both sides
/5 Grayling writes “I consider it essential that direct, technical discussions take place between the UK’s Civil Aviation Authority and EASA as soon as possible to ensure that their respective contingency plans are aligned”
/6 Industry has backed this idea - Aeronautical industry @ADSgroupUK writing to Team Barnier yesterday asking them to stop blocking EASA from talking to CAA
/7 On aviation individual member states asked in No Deal scenario to be able bilaterally to “authorise each other’s carriers” including those applying for “part TCO authorisation, transferring certification programmes to the CAA, and cooperation in the interests of public safety”
8/ Letter lists statistics on air passengers/ road visits etc between two countries: “Air services facilitate important family and cultural links..road transport is vital... Over 80% of freight transported by HGVs between the UK and continental Europe are operated by EU hauliers”
9/ Government still confident that strong mutual interest will lead to an aviation deal - but these are serious efforts now anticipating No Deal, that haven’t yet succeeded.

Rather interestingly, I understand the widely expected publication of No Deal technical notices on aviation tomorrow is not happening ... industry won’t be too happy.
