Consent items: $129,000 to Paragon Aircraft to sell a Police Department airline. They would receive 6% Commission as well. Reappointment of Scott Miller to Workforce Development Board. $137,000 for bulk liquid oxygen. Increase per ton charges for waste disposal at Orange Ave dump
Increase per ton charges for waste disposal at Orange Ave dump due to unforeseen costs due to law and economic conditions ( Trump tariffs followed by China’s counter tariffs ? SB 1?)
Orange Ave dump as well as Fancher Creek Parkway have been removed from Agenda. Fancher Creek will occur in October 11th. Dump fees maybe heard on that date as well. @ClintOlivier and @OliverBaines are absent this morning.

@District5Chavez •FAX employee Ray Garcia Day:Councilman Chavez even got to recently drive a fax bus. Honoring Garcia due to August 21 a fire occurred on bus and Ray Garcia got passengers off and put the fire out with no injuries.

10 am : Sammy Franco to speak to City Council about Granite Park and it’s operators. Thinks it can be successful but 2015 Meeting group would come up with $2.7 million to Fund Improvements. Now 2018 group has to ask council for funding for safety nets. Some items were left out
that may have been revenue generators like dining area. @GarryBredefeld asks that Mr Franco given full ten minutes. @Esmeralda_Soria grants that request. Only $1.6 million were actually raised. Franco asks if lease says that if operators haven’t successfully made improvements
the lease could be renegotiated. Possibly amended earlier but wasn’t. City still funding despite that. Park sections required to be open to public 9-6 but is hasn’t (vandalism issues?). Franco would like to see Granite Park do well. @GarryBredefeld Citybis doing a financial
analysis regarding Granite Park. @PaulCaprioglio “Granite Park has been a concern for a City. He knows what it was and he sees the improvements that has occurred since thise dark days. 100% better.”
10:05 item John White asking about vacating a Street, pipeline and utility easement and access to road that isn’t a public road and not up to its standards. CVS wants to develop the corner and remove road on their section. Road crosses three private properties. City doesn’t have
rights to ask owners to block or not block the road. Covenant that was created 30 years ago has been met and covenant has been released. Mr Brophy is against closing easement Ashlan and Polk. Has 100 signatures also against. Deputy Fire Chief feels there is enough access even
without this access since many developments have created access points since 1990. Two points of access remain and that is up to Fire requirements/standards. A proposed development will create a third access point. @stevebrandau says more traffic congestion by getting rid of this
road will give him more congestion 😝Soria mentions it won’t add more traffic but just require them to take another route. Property owner wants to build a home that would block this access point (which is on private property)
Scott Mozier of Public Works says this is not a public street. It is not necessary anymore with other access points are available. City could buy it for $400,000 maybe with public domain and another $400,000 to resurface it. Developer has done everything required over the 30
years and that created a sense of permanency to the road but it isn’t actual. Soria will ask it to be noticed in Fresno Business Journal. Also ask Mr Pickett how soon he wants to build his new home on that spot.
Moving on to Hotel Fresno to make it completely affordable(?). $26 million project with $2 million gap. Developers will cover that gap. If timeline is not being followed OPA (ownership participation agreement) will terminate. December 31st is when tax credit has to be met. Passes
