Let's just work through this one, given the attention it's getting
By taking the CON rebels' terminology, Tusk is making a point

But what point?
As we know from the infamous Barnier Steps, the EU offer is conditioned on UK red lines as much as anything

EU remains desirous of a close relationship, but only as close as UK wants/can stand, when fitted against EU structures (ie no cherry-picking)
So UK can have more from future relationship, if it changes its red lines
Moreover, by talking like this, Tusk might be opening up space for May to move on PD text, and then they can both claim that move is towards Canada+++
Bit more high-risk than claiming PD is 'Chequers' (which is vague enough to allow lots of constructive ambiguity), but also safer in that it co-opts opposition
I guess we'll see soon enough
