Remarkable continuity
To put things in perspective, 1881 (10 years prior to the census), there were already 20 towns in the United Kingdom with a population of 100K, as opposed to 28 in India - a country 10 times as big
The largest town in UK (and the world) in 1881 - London, had a population of 3.8MM, over 4 times as big as the largest town in India in 1891 - Bombay with 0.8MM
Liverpool with a population of 550K in 1881 was larger than any town in India at the time except Bombay and Calcutta.

Today Liverpool's population is under 1MM (893K), and there are atleast 50 towns in India larger than Liverpool (as of 2011)
