Jim highlights the IEA documentation is somewhat ill educated, and while we're on the subject of 1960s tariffs, I want to hijack it to talk about something else.
There are some hard core free market advocates who want to drop all tariffs to zero. The EU and the Customs Union are the common culprit to blame for our tariffs.
However, the UK could, in theory, be on lower tariffs today than we would have been if it hadn't joined the EEC.
Because, while it's true that agriculturally, the EEC had higher tariffs than the UK, industrially it was the other way around.
It's difficult to get the full data, and so I can't do an exact comparison, but people should be aware that joining the EEC has not necessarily led to us having higher tariffs than we would have had otherwise. There is an argument to say we've enjoyed lower tariffs.
