I simply do not understand why the GOP/Trump would rather keep the government shut down than declare a national emergency

Worse as a political matter, worse as a matter of good governance

Everyone’s like “using lawfully granted emergency powers would abuse our constitution!!!”

No more an “abuse” than using veto power to freeze the entire government
I think the former is much less of an abuse

Take Care clause says Trump has a duty to ensure the laws are faithfully executed

If he keeps, say, the SEC out of commission for a year, is he meeting his duty?
