The GOP scheme is to put a hard cap on the amount of money a state can spend, and give them permission to deny people coverage and cut services. The term is "block grant." It's vicious, and it's a long-standing conservative dream.
Great—and scary—reporting in here by @rachanadixit and @ddiamond on dangerous plans that are still very much under wraps. Let's look for every possible way to fight this thing.

Medicaid is the largest insurer in the US. Extremely popular. Costs: low. Health impact: high. Constantly targeted by the GOP—but attacks have only made it more popular. Trump tried and failed to pass a law to kill it. So now he wants to bypass Congress. politico.com/story/2019/01/…
