The added benefit for Trump is it tweaks China, which doesn't want Moscow to become a major energy supplier on the Peninsula.
South Korea's reaction would be interesting. The progressive Moon administration is not a fan of civilian nuclear energy in general, so presumably they would be opposed to this as well.
