Yet PM denies access to all and sundry to actual report. 49 out of 1,500 pages were published. PM has entire report and uses convenient imbalance to sue murdered journalist’s family.

The imbalance here is so pronounced that murdered journalist’s family do not even have access to testimony by their own mother, wife or sister in the evidence of that same inquiry which PM gloats about.
If court were serious it would require production of full inquiry report in court actually. You cannot quote parts of a document published as a redacted copy excluding qualifications or exclusions. Also court would make available full copy to opposing counsel / defendants.
