/x A delegation of Party and govt leadership of the Bingtuan (#Xinjiang production-construction corps) Third Command from Tumxuk (pron Tumshuq) 图木舒克市near Kashgar took a roadshow 考察招商 to Guangzhou and Beijing.
/x They were looking for companies to collaborate with in developing the Bingtuan center in Tumxuk, part of "southern expansion" effort of Bingtuan, the state-within-a-state formerly paramilitary organization running agr development and settling Han in Xinjiang since 1949.
/x Bingtuan is now a major agricultural and industrial holding company listed on HK stock exchange but also a socio-political organization with settlements across Xinjiang though mainly in the north. (See Oil and Water by Tom Cliff)
/x Guangdong is paired with Kashgar area in the "Pairing Assistance Program" that connects rich parts of China with sister cities in Xinjiang to help with development. See Yuhui Li's book, China's Assistance Program in Xinjiang ebooks.com/96325456/china…
/x Tumxuk Bingtuan leaders reached deals in Guangdong regarding production and marketing of fruit products, silk, and tourism. Also with Hongwei group for production in Tumxuk of smart phones, electronics, translator devices
/x In Beijing the Tumxuk Bingtuan delegation reached a broad collaboration agreement with the Zhongxin 中信 group, of which Frontier Security Group Xinjiang branch 新疆先丰安保服务有限公司 is a subsidiary.
/x Tumxuk Bingtuan deal with Zhongxin is for projects on financial services, production development, "going out," energy conservation, enviro protection. AND . . .
/x Prince's company XJ FSG 新疆先丰安保服务有限公司 is investing US$6 million to establish a base in Caohu Industrial Park at which it will "train" 8000 people annually 新疆先丰安保服务有限公司计划进驻草湖产业园,项目投资4000万元,计划每年培训达8000人次
/x The Chinese news article on this has been saved on the Wayback Machine Internet Archive in case it gets scrubbed: web.archive.org/web/2019020115…
/x Bingtuan Third Command Tumxuk leaders probably had no idea Zhongxin and Xianfeng (FSG) are linked to #EricPrince 's notorious US mercenary organization formerly Blackwater. But all this shows . . .
/x the interpenetration of "development" and security in Xinjiang and deep involvement of Chinese and even international companies.
/x Impt to ask what kind of "training" FSG's Tumxuk base is providing. PRC calls re-ed camps interning non-Han "training centers," and they are also labor camps producing electronics etc. Is Tumxuk bingtuan development using prison labor from re-ed camps?
/x Addendum: 中信集团 which I mention above holds FSG as "subsidiary" is the CITIC group, and owns 1/4 FSG stock. nytimes.com/2019/02/01/bus…
