Successful industrial policy should contribute that such stories may survive in the future

This surely requires R&D policy. Not only a "German Berkeley" but also hands-on institutions in the periphery that do stuff which is immediately useful to the Pöppelmanns of this country
And it takes more: infrastructure, enhanced techology access and adoption, active structural policy for the periphery

Places like Vechta are fighting against the sucking sound of the big cities. But it's not clear if "model Pöppelmann" would work from Berlin
