Good evening. This is just your friendly reminder that, if you're interested in legal news, you should follow @ZoeTillman. A whole lot of people have been describing the sentencing memorandum inaccurately, saying Mueller recommended a sentence. He did not. The below is accurate.
Less clear is *why* Mueller made no recommendation of a sentence. It seems common to do this for, ahem, faithfully cooperating witnesses, which Manafort most certainly is not.
Or perhaps it's a broader policy change at DOJ / USAOs, per the below.

Or perhaps there's some 11th-dimensional chess Mueller is playing with other cooperating or potentially cooperating witnesses. It does not seem we have a clear answer.
