First,I thought this was a pilot & how is a program in a pilot phase becomes the defining way to access Government services.This sounds like a huge cartel within the Govt,in hurry to prove that the idea is worth being given billion which as usual will end up in personal pockets

So in Kenya most of major projects are funded by donors and I wonder which donor was convinced that Kenyans need to be given a thousand numbers in order to access Government services..Hey @WorldBankKenya is this you and if so what was the rationale behind the proposal?

If study how donor funding works, you realize that the whole system is seasonal & mostly never given to strengthen the existing projects but follow a certain new buzz word & now I remember this is a World Bank Project being forced on us...The Identification for Development (ID4D)

From Accenture " In 2015,the World Bank teamed with Accenture Development Partnerships to rapidly develop a strategic framework for integrating civil registration & identification systems in client countries" Yes,we are World Bank client country &we must be given a 1000s numbers

Here was the justification from World Bank or Accenture
" Hundreds of millions of people worldwide lack any proof of identity, barring them from receiving vital services such as healthcare, social benefits, financial services and voting rights" cont...

"Developing countries frequently invest in identity systems that are disconnected and lack interoperability" Ok so that is the point...that our ID and Drivers license or Birth Cert or Passport are disconnected and lack interoperability..hehe Govt swallowed that and applied for $$

So in order for the Government to get the funds the project probably states that the details that Govt already have can not be used to come up with a system and the poor citizens must go and line to get the new Third World saving Identity, championed by World Bank and Accenture

That is why @ImmigrationDept has to threaten people with not getting the Government services unless you get the World Bank championed identity systems for the client countries

And the pilot phase has to succeed by all means necessary in order for the full funding to come through....in reality, it has nothing to do with necessity of people getting Govt services...it is all about the Government getting the World Bank money and someone getting the tender

Talking of the Tenders..that is where MasterCard is here to supply the cards...Kenyans can't do this after 60 years of independent?..and IT Morpho as usual will store our data in their sleeping servers in France...yeah the reason why we need well thought out data protection law

I been digging more on this, trying to figure out how much money is involved...You see, the people running our Government are always transactional and will sell the citizens rights and data in a flash if there is good money on the table...

I came across two interesting facts that somehow explain the urgency and threats from @ImmigrationDept and why they are saying that the pilot phase is 30 days only

"World Bank developed the Principles on Identification for Sustainable Development and mobilized $1 billion USD to realize the transformational potential of digital identification and civil registration by providing technical assistance and financing to more than 40 countries"

The money involved is $1 Billion for around 40 countries,that explain the money bit and roughly we are talking about $25 Million per country, well, that is too ideal but we can work with something like $15 Million assuming that 10M will get lost in between...so in KES 1.5Billion

It seems the World Bank first need the proof of concept and for that the money involved is $100,000 and the deadline is 24th February. This probably explain why @ImmigrationDept is hurry with its pilot phase, 30 days..can't get the big money without this pilot being successful
