Here's how I envision the "selection process" will go:

scientist: it's extremely likely to be human activity

The panel will end up including some combination of the usual suspects: John Christy, Roy Spencer, Dick Lindzen, Judy Curry, etc.

William Happer is already on the committee. I've tweeted about how he doesn't seem to understand climate science.
Christy clearly understands climate science better, but that doesn't stop him from saying things that are very, very wrong:
And you never know if "climate legislator" Roy Spencer will make an appearance.
I'm predicting that the White House will end up being embarrassed by this. I see no way that this process will generate a report with credibility. I hope/expect that the @HouseScience committee will have some hearings on this process and whatever report the WH produces.
