Art Arthur suggests three border fixes:

1. Amend credible fear--In 89% of cases, the alien is found not to have credible fear
2. Amend TVPRA, to stop the government from abetting smugglers
3. End the Flores settlement, which encourages child smuggling

"Gang membership should be grounds for inadmissibility. These are individuals who prey on their own communities. A lot of the violent that exists in El Salvador is a result of MS-13. We know that MS-13 funnels money from the US back to El Salvador."
