Me reading HUD's 2020 Budget request -
This whole budget is a fucking catastrophe for entitlement programs that help people who need it the most.

They want to raise rents for EVERYONE in HUD-subsidized housing but it's totes cool because they're going to phase the increase for the elderly and disabled! And they're imposing work requirements!
They're zeroing out the budget for capital improvements for Public Housing.
They're eliminating 3 block grant programs that provide affordable housing, rental assistance, public services, & public facility improvements to millions of jurisdictions across the country - CDBG, HOME, & SHOP.

They're cutting HOPWA HIV/AIDS housing) by $45 mil
LOL - CDBG hasn’t demonstrated significant impact b/c the allocation formula hasn’t been updated so instead of working to update that allocation formula they’re just cutting the ENTIRE PROGRAM. CDBG is an essential program. We’ve been BEGGING HUD to re-do the formula allocation.
^^FYI, that line about no “demonstrated impact” is absolute bullshit and anyone with a basic understanding of CDBG could tell you that. CDBG is one of the most comprehensive programs for addressing housing, public services, public facilities improvements, and Econ dev out there.

Julian Castro was Secretary of HUD for two years. There was a man named Shaun Donovan who was there for 5 and a half years and was actually the one that implemented the program y’all are talking about. Seriously whenever people bring I know y’all don’t understand how things work.

A few points worth considering on the president's budget, despite a hundred declarations that it will be dead on arrival on Capitol Hill
1) White House budgets get to assume that all their policy changes--mainly, revenue and spending changes--become law. They also get to incorporate the effects of these choices into their economic assumptions. This allows them to present what might be called a "best case" scenario
2) Because Trump has been president for two years in an economic environment that has largely met his own forecasts, comparing the deficit projections from his first submission in 2017 to his submission today can't be easily explained by economic changes

In Arkansas, the only state to take coverage away from people not meeting a work requirement, more than 1 in 5 people have lost #Medicaid coverage under this policy.

1. The entire report is centered on the premise that if someone is not making any money they have no good reason, don't want to get a job, and are dependent on Medicaid- instead of sick, parents, in school, or caregiving.

Trump's infrastructure plan is out (released on same day as his proposed budget later this AM).

First thing to know: it is NOT a "$1 trillion infrastructure plan." It is $200 billion in federal spending OFFSET by cuts to other programs, including infrastructure programs! 1/

To underscore previous point, key word here is "stimulate." Trump expects $200 billion in federal spending (offset by program cuts) to generate the other $850 billion. That's an absurd assumption and there's nothing to back it up. 3/
