To underscore previous point, key word here is "stimulate." Trump expects $200 billion in federal spending (offset by program cuts) to generate the other $850 billion. That's an absurd assumption and there's nothing to back it up. 3/ 
The first section details a $100 billion "incentives program." It explicitly states that a grant from this bucket can be no more than 20% of funding for a project, underscoring that this is *not real federal investment" of the magnitude that is required. 4/
Next section says it makes a "significant investment" in rural infrastructure but limits this bucket of funding to $50 billion. It encourages "private investment" but hard to imagine what legit private interest would see upgrading a rural sewer system as a profitable venture. 5/
Re "transformative projects": they're mega-projects most attractive to private investment (& most likely to carry high user fees). AKA Trump wants to cut some existing federal program, give $ to private investors to help build the mega-project, then charge you again to use it. 6/

His budget says "we're going to take existing federal transpo $, cut it down, then repackage it as a shiny new infrastructure plan that hopefully gets your state government to raise taxes on you in order to raise the rest of the money we're not giving them." 9/
To be clear: eliminating TIGER grants is a $500 million cut to infrastructure on a day Trump wants us to think he is serious about infrastructure. Demand for TIGER is so high that only about 5% of applicants are awarded funding. This 👏🏼 is 👏🏼 a 👏🏼 scam. 10/
