We've been looking at this the wrong way !!
It has never made sense that Carter Page was an FBI witness in March/May 2016 and yet in October 2016, to achieve the FISA warrant, the FBI called him an agent of a foreign government.
It never made sense because we were looking at it the wrong way.
From 2013 through to May 2016 Carter Page was an FBI witness in the Buryakov case.

Despite calling him an agent of a foreign power, Carter Page was never charged with anything. There's not any real evidence of him being investigated with the severity you would anticipate as a target so strongly outlined in the FISA ap.
It never made any sense.
People then started to look at why the FBI would get a FISA warrant against a transparently innocent person.
And came to the conclusion the FBI exploited the FISA warrant to spy on the Trump campaign... Two Hops... Blah Blah Blah.... etc. etc. etc.
For two years, this has essentially been the operating assumption for the October 21st, 2016 FISA application.
But @carterwpage was never charged with anything. He was only questioned by FBI investigators at a surface level. [Albeit uncomfy for him] He spent more time with congress (House and Senate) than actually under an investigative microscope as an "agent of a foreign power".
Again, the visible lack of risk, and the transparent lack of investigation, lent more credence to a belief that his exploitation was only to get a FISA warrant for surveillance on Trump campaign officials. etc. etc.
So again, everyone was looking Carter Page through the prism of a fabricated Steele Dossier being the underlying evidence to support the FISA warrant.... which appeared to be the end goal.
We were looking at it wrong. I was looking at it wrong. The FBI didn't use the Steele Dossier as a way to exploit Carter Page for a FISA warrant against the Trump campaign.
The Trump campaign was ALREADY under surveillance. They didn't need Carter Page.

Why work with a sense of urgency?
Throughout July, August, Sept and October 2016 Fusion-GPS was shopping the Glenn Simpson, Nellie Ohr and Chris Steele "Dossier" in pre-assembled chunks. Technically they were trying to push Clinton campaign opposition research (much of it fabricated nonsense) into the media.
But the media were not biting on it, because it was impossible to verify/validate.
Now ask yourself. What is Fusion-GPS's Steele Dossier without Carter Page?
Without Carter Page, the Steele Dossier is an assembled political file with a bunch of speculative claims about the opposition campaign of a presidential candidate.

Without Carter Page, the Steele Dossier is a binder of information, a file, sitting on a desk at the FBI.
How could the FBI ever justify investigating the opposition research of a rival candidate for office? How could they ever get past the sourcing issues? How could they explain their blind eye to the provenance? How could they ever justify using the Steele Dossier?
They couldn't. They need some justification to exploit the Dossier. The FBI needed to use Carter Page as a way to inject the Steele Dossier into a pre-existing investigation of the Trump campaign.
The Steele Dossier was the toxic virus. The FISA application was the needle. Carter Page was just an unwitting patient used to host the virus so the FBI could investigate it.
By implanting the dossier into a pre-existing, albeit manufactured Russia investigation (Crossfire Hurricane), the Dossier became part of a Russia collusion-conspiracy narrative being pushed by the Clinton team.
The FBI didn't use the Steele Dossier as a way to exploit Carter Page for a FISA warrant against the Trump campaign. The FBI used Carter Page as a way to inject the Steele Dossier into a pre-existing investigation of the Trump campaign.
The Russian Collusion/Conspiracy investigation was always nothing but a political narrative. A manufactured narrative maintaining a useful ruse to cover for a political surveillance operation. The Steele Dossier enhances both the narrative and the fraudulent investigation.
Planning to activate the dossier angle, and planning a target to get it into the system.
Once the bogus Dossier info had successfully enhanced a Russia Interference narrative, the FISA served out its usefulness. Mission accomplished. Carter Page served his purpose FISA dropped at same time Dossier fuel was exhausted.
Carter Page was never a target.
The dossier was a standalone file.
Then idea... Attach dossier to a FISA Ap.
Then find an orbiting target.
Remember that guy from the Buryakov case?
He had Russian sniffs and contacts.
Page was used to carry the Dossier into the narrative.

It was the Dossier that was important, not the FISA warrant.
