The implication of this seems to be that, while the final 'Mueller Report' is very closely held, with only a few copies in circulation (and those easily traced), the earlier draft given to Rosenstein may be in wider circulation, less tightly held and more easily leaked.+
There are now multiple reports based on 'sources' in/close to SCO that, if Barr continues stonewalling on the full Mueller Report, the Report may be leaked. Saying so serves as a warning to Barr, of course. But if such a leak were actually made, how and when wd it happen ?
I presume the leak wd not be to the media, or the public. The leak wd, in all likelihood, be direct to Schiff and Nadler. There is far better legal 'cover' for providing it direct to Congress. How Schiff and Nadler wd handle such a leak is open to speculation (see below).
Might they 'sit on it,' waiting to see Barr's redacted version ? Unbeknownst to Barr, they'd be able to do a 'read against' of Barr's redacted report and the full report, clearly identifying any suspect redactions. They cd then 'play' Barr in any number of ways.
