HMG is never getting the WAB through in 2 weeks, and it'd be outrageous to try. Only way HMG can avoid EP elections is to replace the meaningful vote with a 1-line bill, saying sth like "a minister may ratify the withdrawal agreement". If that passed, HMG could ratify pre-WAB.
This strategy could run into problems at EU level. The date of entry into force on the WA would need to be moved back so the UK did not leave until WAB was in place. But I suspect the EU requirement for UK to hold EP elex would be relaxed if UK had actually ratified WA.
Caveat: ECJ said in Wightman that UK retains right to revoke until WA enters into force, not until WA is ratified. So if EU did let UK sit out EP elex post-ratification but pre-WAB/pre-entry into force, the nightmare of UK revoking, having sat out EP elex, could still happen.
Also: this is a fun and knotty hypothetical for Brexitologists, but it is never going to happen because HMG would not be able to pass the putative one-line bill I mentioned at the top.
