Max, that's a lie. Barr was asked that question during his press conference. Barr said he explicitly asked Mueller, in Rosenstein's presence, multiple times whether Mueller would have made a finding of obstruction if he had no constraints at all. Mueller said no. End of story.

Nope, @MaxBoot, he didn't. Mueller punted on making a recommendation on the obstruction charge. AG Barr then had no choice but to make a decision himself, in consultation with Deputy AG Rosenstein. So he did. Now you don't like his decision. Tough noogies! 2/2
