PSOE 29.3% (123 seats)
PP 16.7% (65)
Cs 15.4% (57)
Podemos 11.9% (35)
Vox 10.1% (23)
ERC 3.8% (15)
Some initial thoughts:

- fragmentation continues define many EU countries' politics
- good result for PSOE. The death of social democrats seems to have been greatly exaggerated..
- terrible result for PP (copying the far-right rarely works)
- VOX result is important. The far-right party barely registered in 2016
- forming a gov't will be difficult. If C's don't shift on working with PSOE, Sánchez will need the support of regional parties.

Orbán says he won’t do an alliance with Le Pen (theatlantic.com/ideas/archive/…).

Some broader thoughts:

- hard for Salvini to bridge usual allies (Le Pen, AfD, Wilders etc) with making new friends

- Spain’s Vox similar - don’t see how they can do deals with likes of Vlaams Belang
- EPP exaggerates consequences of losing Orbán/Fidesz - I can see why Orbán could be attracted by Salvini (who has power & influence), but an alliance with also rans & oddities like Wilders and the AfD would be humiliating and, regardless, have less influence than many fear
- on the challenges facing the EPP, this is a very good piece (tough imho Berlusconi didn’t crush christian democrats in Italy in the 90s, democrazia cristiana crushed itself and in many ways was then reborn in Berlusconi’s various electoral guises) ft.com/content/dbebc2…

New: I'm told Latvia has joined France, Belgium, Denmark, Luxembourg, Netherlands, Portugal, Spain & Sweden in signing up to a Paris-led proposal calling on the EU to reach net-zero greenhouse gas emissions by 2050 at the latest (proposal here: permanentrepresentations.nl/permanent-repr…)
New: A senior diplomatic source tells me that Italy agrees with the aims of the proposal to cut emissions but declined to sign up because the plan was put forward by Macron, and they don’t want to give the French president a win
“Officially, Italian position is that EU needs a united position and eastern bloc [of member states] doesn’t agree with 2050 target, but in reality priority is to not give Macron a win,” diplomat says.

So we've got a general election in #Spain today. Socialist PM Pedro Sánchez is the frontrunner, although it's not certain that he will be able to put up a ruling majority. Here's a thread with a few thoughts on #28A:

What's new?

a) The Socialists are set to win, a first since 2008
b) Five national parties will get over 10% of the vote
c) The far-right will enter parliament, a first since 1982
d) The conservative PP faces an assault on the right not seen since the UCD collapsed in the 80s

2/
The campaign has been heavily polarized between left and right.

The right (PP + Ciudadanos + Vox) has focused on #Catalonia, hammering Sánchez's credibility and accusing him of being ready to cut the country into pieces for the sake of remaining in office.

Spain will hold its next general election on April 28th, its third since December 2015. This follows the rejection of the PSOE government’s 2019 budget at the hands of Catalan nationalist parties in mid-Feb. 2
The campaign will run from April 12th-26th. Polls will be blacked out for the five days prior to the vote, beginning on April 23rd. Expect plenty of thinly disguised polling data on the “Andorran fruit market” or some such to circulate online, though. 3

Let’s add a little context to the discussion of voting security in the US. To do that, I’m going to do something Computer Scientists are bad at - I’m going to talk about history. Specifically, let’s look at the Help America #Vote Act (HAVA) of 2002. 1/
The reason to talk about HAVA is to start recognizing some of the challenges of paper ballot-based voting. HAVA came about largely because paper ballots were proving to be extremely difficult to manage. 2/
For instance, paper ballots are expensive (they’re not printed on standard college-rule paper), and they’re not reusable across elections. You’ve also got to try and guess who is going to show up to the poll, and how many ballots you’ll need in each language. 3/
