New: I'm told Latvia has joined France, Belgium, Denmark, Luxembourg, Netherlands, Portugal, Spain & Sweden in signing up to a Paris-led proposal calling on the EU to reach net-zero greenhouse gas emissions by 2050 at the latest (proposal here: permanentrepresentations.nl/permanent-repr…)
New: A senior diplomatic source tells me that Italy agrees with the aims of the proposal to cut emissions but declined to sign up because the plan was put forward by Macron, and they don’t want to give the French president a win
“Officially, Italian position is that EU needs a united position and eastern bloc [of member states] doesn’t agree with 2050 target, but in reality priority is to not give Macron a win,” diplomat says.
A number of other leaders/governments that haven’t signed up to the proposals argue that there are existing targets for 2030, and focus should be on achieving these before setting new ones for 2050
