You can only negotiate with someone who has the authority, and Theresa May doesn't.

Euro elections in a fortnight, and an emergency EGM of the Tories on June 15th. her own party trying to sack her.

And then the DUP agreement up for renewal in July
Like you said, and I was paying attention, Theresa May has to get her withdrawal agreement through parliament before the DUP agreement expires, before the party members can sack her, and before she loses another election.
Theresa may has got 16 days to get her withdrawal agreement through parliament. Else it's thwrrrrk. Curtains.
