The "Aft Peak Tank" is typically a ballast tank not a storage tank for oil. So if someone was to put a "hole" in that tank it would not cause a spill, sinking or fire damage but as an engineered attack to excite the media would be furthest away from the Bridge and crew.

Here is a real attack on a tanker. I was on this ship in Libya after one of Haftar's jets tried to kill the crew and sink it. One missile hit, one missed.
